In his address, Lord Owen thanked the University for inviting him to become Chancellor. Speaking to the city and citizens of Liverpool and the people of Merseyside, he stated his belief that the University would continue to play a major role in the life and the economy of this region, as it had in the past. 'There is no reason why, with commitment from everyone, this region cannot become again what it once was, the richest most prosperous part of England' he said. Lord Owen said that the theme of his Chancellorship would be a strong international commitment and that he could not think of a University better placed to look outwards, lift our sights, and look beyond our shores.
During the same week, honorary degrees were conferred upon the former Prime Minister, Lord Callaghan of Cardiff, Cyrus Vance, former Secretary of State of the United States of America, and Personal Envoy of the United Nations Secretary-General in the Yugoslavia crisis and Sir David Alliance, Chairman of Coats Viyella, all of whom were nominated by Lord Owen.
